Introduction to Bio Fuel

The presence of water vapour, h2s, and co2 in biogas makes it very corrosive and unsuitable to be used as fuel. if this biogas is used as fuel in automobiles it can cause erosion of the metal parts, which in turn increases the maintenance cost of the vehicles. in order to tackle this problem the solution that is available is to upgrade biogas or follow up with the process of purification of bio gas. biogas purification and upgrading had been researched extensively in recent years. hosseini and wahid reviewed biogas purification processes with the focus on contaminants removal, while ryckebosch reported on various techniques for biogas transformation regarding their conditions, functioning, bottlenecks and efficiency. after the purification process, bio-methane is achieved as a final product. this bio methane can also be compressed and bottled into cylinders and it is called bio-compressed natural gas (bio-cng) or simply compressed bio-gas (cbg). bio-cng contains about 92-98 % of methane and only 2-8 % carbon dioxide. the calorific value of bio-cng is about 52,000 kilojoules (kj) per kg, which is 167 % higher than that of biogas.1 the high methane content and calorific value combined with the low quantity of moisture, hydrogen sulphide and impurities makes bio-cng an ideal fuel for automobiles and power generation. the low emission levels of bio-cng also make it a more environment-friendly fuel than biogas.

In India, Bio-CNG is estimated to replace two-thirds of India’s Natural gas imports, which is currently at 429 billion cubic feet ,The Waste to Energy Division of MNRE launched a programme on energy from urban, industrial and agricultural wastes/residues which aims to promote setting up of projects for recovery of energy in the form of biogas/Bio-CNG/enriched biogas from urban, industrial, and agricultural wastes. Central Financial Assistance (CFA) of INR 4 crore per 4800 kg of Bio-CNG/day generated from 12,000 cubic metre Biogas /day has been announced, with a limitation of Maximum CFA as INR 10 crore/project

As per the national policy on biofuels - 2018, the ebp programme aims to achieve a blending ratio of 10% ethanol with petrol by 2021-22 and 20% by 2030, which is under review for preponing to 2025. for further details please refer national policy on biofuels - 2018.ethanol blending percentage has increased from 1.5% in ethanol supply year 2013-14 (esy - december to november) to 5% in esy 2019-20 (170.5 cr. litres) and 7.2% for present esy 2020-21 (as on 30th march 2021). ethanol requirement to meet 10% ebp target for esy 2021-22, is estimated at 412 cr. litres, while ethanol availability for ebp is expected to be 360 cr. litres. around 1000 crore litres fuel grade ethanol is required to meet proposed 20%blending target.

First-generation (1g) bio-ethanol is produced from biomass such as sugar containing materials (like sugar cane juice, molasses, sugar beet etc.) and starch containing materials (such as corn, cassava, rotten vegetables such as potatoes, damaged food grain etc.). ethanol is generally from the fermentation of c5 and c6 sugars (mostly xylose and glucose) using classical or gmo yeast strains such as saccharomyces cerevisiae.

The scheme envisages to tar+get production of 15 MMT (million tons) of CBG by 2023, from 5000 Plants. Under SATAT scheme, entrepreneurs shall set up CBG plants, produce & supply CBG to OMCs for sale as automotive & industrial fuels. The initiative aims to produce compressed biogas (CBG) from Waste and Bio-mass sources like agricultural residue, cattle dung, sugarcane press mud, Municipal Solid Waste (MSW) and sewage treatment plant waste. We try to create an ecosystem to set up CBG plants, and supply CBG to OMCs for sale as automotive & industrial fuel and also support to resell there bye product which organic fertilizer . The CBG Plant Owner shall be responsible for planning, preparation, engineering and execution of the project, including storage of raw material, operation and maintenance of the plant, maintaining final product output quantity and quality and managing the by-products & wastes from the plant as per existing central / state norms."

Ministries / departments under goi have announced various schemes to promote bio-ethanol production in the country;

  • Re-introduction of administered price mechanism.
  • Opening of alternate route for ethanol production.
  • Amendment to Industries (Development & Regulation) Act, 1951 which legislates exclusive control of denatured ethanol by the Central Government for smooth movement of ethanol across the country.
  • Reduction in Goods & Service Tax (GST) on ethanol meant for EBP Programme from 18% to 5%.
  • Extension of EBP Programme to whole of India except islands of Andaman Nicobar and Lakshadweep w.e.f. 01st April, 2019.
  • Raw materials apart from C heavy molasses were allowed for ethanol production viz. B heavy molasses, sugarcane juice, sugar, sugar syrup, damaged food grains like wheat and rice unfit for human consumption, surplus Rice grain available with FCI, Maize etc.
  • Also, different ex-mill price of ethanol, based on raw material used for ethanol production, was fixed by the Government in case of sugarcane juice/sugar/sugar syrup, B heavy molasses and C heavy molasses.
  • Department of Food and Public Distribution (DFPD) notified an Interest Subvention Scheme on 19th July, 2018 for extending financial Assistance to sugar mills for enhancement and augmentation of the ethanol production. capacity. The Scheme is also extended to Grain based Ethanol production facilities.
  • MoP&NG has also issued a 'Long Term Ethanol Procurement Policy' under EBP programme on 11.10.2019.
  • MoEF&CC has taken various measures which has significantly reduced average time taken in granting EC to a distillery project related to EBP Programme. Average time taken during this year has come down to about 65-70 days against the stipulated time line of 105 days.
